Adjust oven rack to middle position; heat oven to 350℉.
In a large mixing bowl, stir dry cake mix, ¼ cup rainbow candy sprinkles, butter, milk, and egg until a soft batter is formed.
Using a small cookie scoop, scoop 20 tablespoons of batter onto ungreased large cookie sheet.
Bake 8 to 10 minutes or just until cookies are set. Remove from the cookie sheet to a wire cooling rack; cool completely.
Flip over 10 of the cookies. Using a medium cookie scoop, place a heaping scoop of frosting onto the bottom side of each. Top with second cookie, bottom side in.
Roll the edges of the frosting in the remaining ¼ cup confetti candy sprinkles. If desired, top each with a birthday candle.
